About the Framework
Glen Innes Severn Council is currently seeking community feedback on the draft Glen Innes Highlands Precincts Activation Framework & Strategy.

This Framework sets out a region-wide approach to how places across the Glen Innes Highlands are identified, planned and activated over time. It introduces a defined precincts structure for the Local Government Area (LGA) and recognises that different places across the region have different roles, character and opportunities, including town centres, civic spaces, villages, landscapes and key destinations.
Rather than looking at individual projects in isolation, the Framework provides an overall structure for how precincts across the LGA can grow, evolve and work together. It is intended to give Council and the community a clearer basis for future precinct planning and decision-making.
What the Framework does
The Framework is intended to:
- identify and define precincts across the Glen Innes Severn LGA, including centres, public places, villages, landscapes and destination areas
- recognise the different role and character of each precinct across the region
- provide a shared structure for future precinct masterplanning and activation
- help Council take a more staged and coordinated approach to future place-based projects
- support future investment decisions and improve readiness for funding and grant opportunities
- help ensure future precinct work aligns with Council’s broader strategic planning directions
Why it matters
This is an important piece of long-term planning for the Glen Innes Highlands region.
The Framework is intended to help shape how our towns, villages and public places support community life, attract visitors, strengthen local business and build pride in place. It also gives Council a clearer basis for future planning, partnerships and investment across the LGA.
It is the first coordinated, evidence-based approach to precinct planning and activation across the whole LGA, giving Council and the community a shared direction for how places can be improved and activated over time.
Why we’re consulting now
At its Ordinary Meeting on 23 April 2026, Council resolved to place the draft Framework on public exhibition, following amendments resolved at the meeting.
This exhibition period is the community’s opportunity to review the draft and provide feedback before the final Framework is brought back to Council for consideration.

Village Consultations
Great news, Deepwater Precinct Consultation kicks off late June 2026!
Following Council's resolution, precinct-scale community consultation for Deepwater is set to commence at the end of June, running concurrently with the public exhibition of the Glen Innes Highlands Place Activation Framework and Strategy.
The consultation will be delivered in accordance with the engagement methods, principles and questions set out in the Framework — providing the Deepwater community with an early, hands-on opportunity to help shape the precinct's activation directions while the broader Framework and Strategy remain on exhibition for feedback.

Public feedback on the draft Framework is open until Wednesday, 19 July 2026.
Council will consider community feedback before adopting the final Framework.
